Paul is joint head of the Breakthrough Agenda Secretariat. The Breakthrough Agenda (BA) was launched by 45 world leaders during COP26 with a mandate to strengthen international collaboration in key sectors, including hydrogen, in order to speed up the global transition to clean technologies so they become affordable and accessible for all by 2030. The BA works with all major international initiatives to focus and strengthen delivery and connect to key international processes, in particular the COPs. Paul is also Head of Sector Strategies and Climate Innovation in the UK government, leading work to champion and support technology-driven innovation to mitigate climate change internationally, utilising the UK’s £1bn Ayrton Fund (international climate finance) and other levers to assist developing economies decarbonise high emission sectors and move towards clean energy systems. Paul has over 25 years’ experience of shaping technology policy, managing government technology programmes and fostering deeper international partnerships. His doctorate was in nuclear physics from the University of Southampton, UK.
